Neue Bundesländer: Altersübergangs- und Vorruhestandsregelung verringern deutlich die registrierte Arbeitslosigkeit

Abstract

In dem Beitrag wird zunächst gezeigt, daß die Arbeitslosigkeit in Ostdeutschland im März 1992 ohne Vorruhestandsregelung um fast 800 000 Personen höher wäre. Danach wird gefragt, ob durch die Regelung Ältere ausgegrenzt werden. Es wird die Meinung vertreten, daß im Vergleich zu den Arbeitslosen Vorruheständler weniger stigmatisiert sind. Außerdem wird vor einer Erweiterung der Nebenverdienstmöglichkeiten der Bezieher von Altersübergangsgeld gewarnt, damit das knappe Gut Arbeit nicht den Jüngeren vorenthalten wird. (IAB)
