Abstract

"This report documents reasons, methods and results of the general revision 2019 of the IAB working- time measurement concept (AZR) for the period from 1991 to 2018. The AZR which is integrated into the national accounts of the Federal Statistical Office provides long comparable time series for industry-specific hours worked and the volume of work for Germany. Since the concepts and definitions of the national accounts are binding for the AZR, the 2019 general revision of the national accounts implies also changes for the AZR. In this context, we take the general revision as an occasion to revise and update statistical methods and data sources of the AZR in its whole. Main changes of the AZR as part of the general revision 2019 are the introduction of new data bases in addition to the modelling of further working time components using structural time series models. Besides, revised data sources and bases are included in the AZR and assumptions made for the determination of hours worked are reviewed and corrected if necessary by means of representative surveys."
