Financiación De Las Haciendas Regionales Españolas Y Experiencia Comparada (*)

Abstract

. En este trabajo se analiza y evalúa el modelo actual de financiación autonómica así como su compatibilidad con los principales sistemas de experiencia comparada de federalismo fiscal. En concreto, el estudio de los avances conseguidos por el modelo español en términos de suficiencia financiera (estática y dinámica), del desarrollo efectivo de los mecanismos de corresponsabilidad fiscal y de su relación con la solidaridad interterritorial. Asimismo, este trabajo de investigación profundiza en el desarrollo empírico efectivo de los diversos elementos de financiación recientemente implantados. Los objetivos se alcanzarán mediante la simulación dinámica de escenarios financieros con un horizonte temporal que alcanzaría hasta el año 2007, siguiendo diversas hipótesis básicas. Por último, se comparan los resultados obtenidos con los que se derivarían de la aplicación de otros modelos relativos a la experiencia comparada de federalismo fiscal.
