Una Propuesta Para La Regulación De Precios En El Sector Del Agua: El Caso Español(*)

Abstract

. Esta investigación aborda el estudio de la eficiencia del servicio de suministro de agua, ya que ésta constituye uno de los recursos naturales de mayor relevancia [Marshall (1879); Gibbons (1986)] que viene siendo además objeto de fuertes regulaciones. En este contexto, el trabajo ha analizado la evolución temporal de la eficiencia de entidades locales que distribuyen agua en un contexto regulatorio. En base a la metodología envolvente de datos (DEA), han sido estimados los ahorros de costes potenciales asociados a cada organismo suministrador, proporcionando una base sólida para la regulación de tarifas para el servicio. Para el logro de este objetivo, han sido utilizados datos relativos a entidades que suministran agua en algunos municipios españoles bajo diferentes sistemas de gestión, durante el periodo 1985-2000.
