給付建て企業年金におけるリスク分担手法の再検討

Abstract

本稿では，退職給付に係るリスク分担のあり方を，企業と従業員，従業員個々人と従業員グループ，現役従業員とOBなど複数の切り口から分析し，これを踏まえてリスク分担の新しい仕組みを複数提案する．なかでも使途限定型（Ring-fenced）DBプランは，掛金と積立金に持分構造を導入し，積立不足時における現役世代から受給世代への資金融通を禁止する一方，積立不足の水準に対応し一定範囲で一時的な給付減額を許容する革新的な仕組みである．現役世代のリスクが軽減されるだけでなく，給付の一部が条件付きとなるため企業の負う金利リスクも軽減される．その分，リスクをとった資産運用が可能となって，長期的にみて労使双方にプラスである．RfDB制度に対しては，積立基準の大幅緩和も可能であろう．DB制度に対する会計基準の圧力が強まるなか，次回改正では，企業年金におけるリスク分担の選択肢を大幅に拡大する必要がある．なお，本稿は，（社）日本年金数理人会の第1回（2005年度）企業年金研究賞受賞論文に大幅に加筆修正を加えたものであり，筆者の個人的見解である．また，この受賞論文は同会のホームページ（http://www.jscpa.or.jp/）からダウンロードできるが，同論文の著作権は同会が保有していることに留意されたい．
