ロシアにおける新規大卒者採用人事--経路依存と新たな展開--

Abstract

本稿は、旧ソ連計画経済期において国家指令的学卒者配分がもっていた企業と学校の制度的リンケージに着目し、その制度様式に従って行う就職活動が現在のロシアにおいてどのように残存し、機能しているかを考察し、ロシアの労働市場においてどのような役割を現在も発揮しているかを考察する。特に、旧ソ連時代の企業と学校の制度的リンケージを基盤とした指導教員と企業との紐帯の形成を、当時の教員の記憶と配分に利用した現場の書類などをもとに考察し、旧ソ連時代の新卒者の企業への配分が就学中の実習を通じて配分先の職場や人間関係を熟知したうえで行われていた事実や、そうした実習に関わる企業への学卒者配分が行われ、限られた配分先企業リストのなかで新規学卒者と指導教官との間で調整が行われていた事実を明らかにした。さらに、そうした国家指令的学卒者配分によって形成された新規学卒者の就職活動様式が、変容しつつも経路依存的に現在においても継承され、新規学卒者の大学を経由した就職活動様式を生みだしている状況を明らかにし、その事実からロシアにおいて企業が新規大卒者採用人事を行う場合に、大学など学校との連携が地域の紐帯を生みだし、もって安定的な人材供給を受ける源泉になることを、在露日本企業の例などから示唆として導き出した。
