区画の交換による農地の集団化は可能か？シミュレーションによるアプローチ, Farmland Consolidation by Plot Exchange: A Simulation-based Approach

Abstract

本稿は，区画の交換による分散した耕地の集団化を，非分割財交換問題のひとつと位置づけたうえで，実際にどの程度集団化が可能かを，シミュレーションによって検証した．その結果，現状のように，農家が分権的に相対交換を行ったとしても，自発的な交換に必要な「欲求の二重一致」が少な過ぎるため，最大で約4割の集団化率しか達成できないことが分かった．そこで，本稿はより集団化率を高めるため，Shapley and Scarf (1974)の Top Trading Cycle アルゴリズムを援用し，複数の農家が交換したい区画を持ち寄り，集まった区画を一斉交換する集団・集権的な方法を提案した．この方法では，最大で95%以上の高い集団化率を実現できた．以上の結果から，できるだけ多くの農家の参加を募り，集団・集権的な配分を行う機会を積極的に設けることが集団化率を高めるためのポイントであると言える．
