体制移行経済諸国の経済成長における国家の役割, The Role of the State in Economic Growth of Post-Communist Transitional Countries

Abstract

移行経済諸国における経済成長の議論の中で,移行国の経済成長と,体制転換に纏わる国家の多種多様な政策との関連が取り沙汰されて久しい。しかしながら実証面に関しては,理論的分析で重要とされてきた指標が,計量分析の対象として見過ごされがちであったことを含め,検証すべき点が今も残されている。本稿は,かかる現状を踏まえ,自由化・私有化・安定化という3つの要素を柱とする伝統的市場化政策,汚職の防止を中心とした法の支配,並びに民主化から成る国家の役割,即ち体制移行諸政策が経済成長に与えるインパクトを実証的に吟味した。この結果,研究者が大変重要視してきた市場化政策に優るとも劣らず,法の支配や民主化もまた移行国の経済成長にとって極めて重要であること,また,体制移行の進捗を中途半端なものとすることが一番の下策である可能性が示唆された。
