新たな自営業としての業務委託契約者の活用に関する分析―個人請負業の多様性についての試論的考察―

Abstract

業務委託契約従事者を活用する事業所の特性について、厚生労働省が開催した研究会で実施された個票データを用いて実証分析した。業務委託契約を活用している事業所には、運輸業と情報・通信サービス業が多い。また正社員のいない職場で働く「独立運用型」と多数の正社員のもとで働く「組織活用型」の業務委託契約が存在していた。業務委託契約は20代の社員登用の「シグナル」として活用されている他、経費の大半を会社が負担する「特殊業務型」と、経費を従事者本人が負担する「一般業務型」の両方から、社員登用が行われていた。業務委託契約の途中打ち切りは、業務委託が事業にとって不可欠な場合ほど生じやすく、事業の質を確保する経営戦略の一環として活用されていることも示唆された。
