Abstract

I Konjunkturinstitutets myndighetsinstruktion ingår att genomföra långsiktiga framskrivningar av de offentliga finanserna och bedöma de offentliga finansernas långsiktiga hållbarhet. Regeringen anger varje år ramarna för uppdraget i Konjunkturinstitutets regleringsbrev. Bedömningen ska vara kvantitativ och bör enligt regleringsbrevet omfatta ett antal scenarier. Detta är Konjunkturinstitutets sjätte rapport om den långsiktiga hållbarheten i de offentliga finanserna. Föregående rapport publicerades i mars 2016 som specialstudie 47 med titeln ”Hållbarhetsrapport 2016 för de offentliga finanserna”. Årets rapport, liksom föregående tre rapporter, finns översatt till engelska och ingår i Konjunkturinstitutets serie Occasional Studies. Karolina Holmberg har varit projektledare. Mikaela Bolin, Gustaf Norrefeldt, Ulla Robling, Elin Ryner och Markus Sigonius har också deltagit i projektet. Konjunkturinstitutet vill rikta ett varmt tack till referensgruppen som har följt arbetet med årets rapport och lämnat värdefulla synpunkter. I referensgruppen ingår Thomas Eisensee (Finansinspektionen), Niklas Frank (Finanspolitiska rådet), Annika Wallenskog (Sveriges Kommuner och Landsting) och Mikael Witterblad (SNS). Referensgruppen delar inte nödvändigtvis de slutsatser som dras i rapporten och ansvarar inte heller för eventuella felaktigheter i rapporten.
