Preferansevalg: Opptellingsregler og velgeradferd

Abstract

Ved preferansevalg gir velgeren en mer eller mindre fullstendig rangering av alternativene eller kandidatene. Hovedtemaene på disse sidene presenteres i innledningskapitlet: tre store familier av preferansevalg, nemlig poengvalg, Condorcet-valg og stemmeoverføringsvalg, samt modellering av velgernes tilpasning til de ulike opptellingsregler. Samspillet mellom opptellingsreglene og velgernes adferd avgjør et valg. Flere metoder i studiet av dette samspillet presenteres og anvendes på tilpassede og virkelige eksempler. Selv om man primært er motivert for å studere den ene faktoren, må man vurdere hva den andre faktoren betyr i samspillet. Jeg håper at lesere med ulike mål og innfallsvinkler kan finne metoder og modeller av interesse. Viktige problemer melder seg allerede i valg med tre kandidater. Sirkeldelingsmodellen omfatter et piktogram som visualiserer preferansevalg med tre kandidater eller kandidattripler i valg med flere kandidater. Et program (i Maple) for beregning og utskrift av piktogrammet forklares og gjengis fullstendig i et appendiks.
