Morot utan piska– en ESO-rapport om stärkta incitament för kommunal effektivitet

Abstract

Hur kommunerna ska ge invånarna god service samtidigt som skattesatsen hålls på en skälig nivå är en tiotusenkronorsfråga. Givet de stora behoven och kommunernas begränsade resurser finns redan starka incitament för att använda skatteintäkterna så effektivt som möjligt. Men en möjlig väg mot ytterligare effektiviseringar är om kommunerna ser och lär av varandra. I den här rapporten till ESO undersöker Magnus Arnek, Tore Melin och Anders Norrlid hur en statlig premie, vars storlek avgörs av hur effektiv en kommun är i jämförelse med andra kommuner med liknande förutsättningar, skulle kunna konstrueras för att ge inspiration och incitament till effektiviseringar. Slutsatsen är att en sådan effektivitetspremie, för att vara legitim, måste bygga på rättvisande beräkningar, gynna rätt sorts åtgärder och inte skapa oavsiktliga effekter. Författarna föreslår därför att premien införs stegvis under en längre tid så förändringar är möjliga om dessa villkor inte uppfylls. För att öka effektivitetspremiens transparens bör den redovisas i form av en ”skuggpremie” några år innan den implementeras. På så sätt kan kommunerna få en god uppfattning om premiens konstruktion och storlek.
