Med framtiden för sig – en ESO-rapport om sociala investeringar

Abstract

Kommuner och regioner möter många utmaningar på det sociala området – utsatta barn, ungdomar på glid, arbetslösa, nyanlända och människor med psykisk ohälsa. De sociala problemen kan ofta upptäckas tidigt och den mest effektiva lösningen vore att förebygga problemen och därmed minska samhällets kostnader på sikt. Även om alla offentliga aktörer arbetar proaktivt, har bara ungefär hälften av alla kommuner och regioner gjort mer långsiktiga och sektorsöverskridande satsningar i så kallade sociala investeringar. I den här rapporten till ESO undersöker Anna Balkfors, Tomas Bokström och Tapio Salonen hur sociala investeringar organiseras, motiveras, bedrivs och vilka utfall som förväntas. Och, framför allt, vilka hinder kommunerna och regionerna möter i arbetet. En slutsats från författarnas arbete med enkäter, intervjuer och fallstudier är att redovisnings- och budgeteringsprinciper för förebyggande och långsiktiga åtgärder måste bli tydligare. En annan är att statens intresse för sociala investeringar borde öka, givet att framgångsrika proaktiva åtgärder kan leda till lägre kostnader på sikt.
