Vem vårdar bäst? En ESO-rapport om svensk sjukhusvård i ett jämförande perspektiv

Abstract

Trots att flera utredningar under de senaste decennierna pekat på behovet av att bygga ut primärvården är Sveriges vårdsektor alltjämt mycket sjukhustung. Eftersom sjukhussektorn är en sådan central och resurskrävande del av hälso- och sjukvården är det viktigt att den fungerar effektivt. I ett internationellt perspektiv är sektorn organiserad på olika sätt vad gäller till exempel finansiering och tillgång till personal och utrusning. Men också förekomsten av konkurrens och privata aktörer skiljer sig åt. I den här ESO-rapporten jämför Clas Rehnberg sjukhussektorn i ett antal europeiska länder i syfte att identifiera institutionella faktorer som kan ligga till grund för skillnader i de uppnådda resultaten. Genom att studera sjukhusvården i andra länder ger rapporten uppslag till alternativa sätt att organisera vården, samtidigt som positiva resultat från svensk sjukhusvård lyfts fram. Några av lärdomarna för Sverige är hur regleringar, ersättningssystem och anställningskontrakt utformas när vård kontrakteras ut. I rapporten lyfts även fram behovet av en tydligare statlig roll i frågor som rör styrning av utbildning, investeringar och infrastruktur.
