Stöta på patrull – en ESO-rapport om polisens problemorienterade arbete

Abstract

Polisen har under lång tid kritiserats för att vara ineffektiv. Kritiken har främst fokuserat på den sjunkande graden av personuppklaring, dvs. andelen anmälda brott där en misstänkt kunnat kopplas till brottet. Personuppklaringen används dessutom flitigt – och felaktigt – som en indikator på polisens övergripande effektivitet. Men hur ska resultaten av polisens verksamhet mätas? För att vara meningsfulla måste utvärderingarna vara relaterade till verksamhetens mål. I den här rapporten till ESO undersöker Jerzy Sarnecki hur polisen bättre kan fullfölja sina uppdrag; att förebygga och klara upp brott, att skapa trygghet och ge service till medborgarna. Författaren menar att polisens inriktning bör ändras från att vara reaktiv till att bli proaktiv, dvs. att polisens arbetssätt bör bli mer ”problemorienterat”. Genom att utgå från kunskap om lokal brottslighet och lokala samhällsproblem kan polisen arbeta mer brottsförebyggande och mindre brottsutredande. För att mäta resultaten av ett ändrat arbetssätt krävs utveckling av nya resultatmått och en ökad digitalisering.
