Återvunnen plast – ingen marknad utan förutsättningar

Abstract

Eftersom plasten är en av de komponenter i hushållsavfallet som ökar mest proportionellt, har miljölagstiftare bestämt att konsumentplasten måste återvinnas som ett av stegen mot ett resurssnålare samhälle. Genom den återvinning som startats av plastförpackningar har en ny marknad växt fram för återvunnen plast, vid sida av den marknad för återvinning av transportfilm som redan existerade. Vilka förutsättningar finns då för detta nya material på marknaden? Huvudsyfte i denna studie är att undersöka vad det finns för förutsättningar för återvunnen plast på den svenska marknaden. För att kunna svara på frågan om marknadsförutsättningar studeras aktörer som påverkar marknaden; hur återvinningen är organiserad, samt aktörernas inställning till plaståtervinning, som i vissa fall kan ersätta jungfrulig plastråvara och i andra fall ersätta eller komplettera andra material.
