Abstract

Le budget réalisé en 2023 a représenté 4,5 milliards d'euros. Le produit de TVA est plus faible qu'escompté, deux points en dessous de l'inflation. Les transports, premier poste de dépenses, sont en progression importante, et un recul est constaté sur la formation professionnelle et les formations sanitaires et sociales. Pour équilibrer un budget en forte hausse en investissement, il faut mobiliser davantage l'emprunt qu'en 2022 (+66 M€). Cependant, le stock d'autorisations de programme s'est un peu détendu. Le CESER s'interroge sur les marges de manœuvre, en recettes pour s'adapter à la transition énergétique, en dépenses pour intégrer un nouvel élan indispensable en matière de formation, investissement d'avenir. Les bons ratios de gestion permettent d'affronter les incertitudes. Pour autant, la vigilance s'impose toujours en privilégiant les investissements d'avenir à qualifier par une démarche continue d'évaluation.
