Suivi évaluatif des contrats de Plan Régionaux de Développement de la Formation et de l'Orientation Professionnelles (CPRDFOP)

Abstract

Les Contrats de Plan Régionaux de Développement de la Formation et de l'Orientation Professionnelles (CPRDFOP) fixent les objectifs partagés par les acteurs régionaux dans ces domaines. Conclus pour une période de six ans, ils s'appuient sur une analyse prospective des besoins des territoires, au niveau des employeurs et des individus, pour anticiper et organiser les actions de formation professionnelle nécessaires au développement économique. Ils précisent également l'organisation des dispositifs d'orientation. Le CESER a été sollicité pour contribuer à la mise en place du suivi évaluatif du CPRDFOP de la Région Auvergne-Rhône-Alpes (2022-2028), adopté en juin 2022. En s'appuyant sur l'analyse des outils de pilotage, de suivi, et d'évaluation d'autres régions françaises, il propose dans cette note trois priorités pour la mise en oeuvre d'un suivi évaluatif : disposer d'un tableau de bord complet et actualisé, associer la société civile organisée à la démarche et aux résultats de l'évaluation, et enfin, piloter une démarche d'évaluation de ces politiques en région.
