La réforme de l’apprentissage en 2018 : pour un pilotage régional

Abstract

Le gouvernement a annoncé début 2018 une vaste réforme de l'apprentissage, dont le pilotage sera désormais confié aux branches professionnelles. Dans ce contexte, le Conseil régional Auvergne-Rhône-Alpes a saisi le CESER afin d'évaluer les conséquences de cette réforme au niveau régional, en particulier sur la dynamique de l'apprentissage et sur l'équilibre territorial. Le projet de loi n'étant pas encore adopté au moment de la rédaction de l'avis, le travail du CESER s'est essentiellement appuyé sur les annonces gouvernementales et les propositions des partenaires sociaux. Après avoir analysé la situation de l'apprentissage dans notre région, et les souhaits d'amélioration exprimés par ses différents acteurs, le CESER souligne dans son avis l'importance d'une régulation régionale de l'apprentissage. Le Conseil régional doit s'appuyer sur les outils proposés par la Loi, en particulier le Contrat de Plan Régional de Développement des Formations et de l'Orientation Professionnelles (CPRDFOP) et les Contrats d'Objectifs et de Moyens (COM).
