Abstract

Ce rapport s'inscrit dans le cadre d'un projet de recherche visant à doter les communes wallonnes d'un outil actuellement absent pour leurs territoires : un référentiel foncier. L'objectif du présent rapport de recherche est premièrement de présenter l'outil et la démarche d'un référentiel foncier. Deuxièmement, la démarche de construction d'un tel référentiel est abordée au travers de la présentation des grands indicateurs à prendre en compte : la vacance immobilière, les prix de l'immobilier et la dureté foncière. Ces indicateurs et les significations afférentes en matière d'analyse foncière sont présentés en détail, ainsi que les multiples voies d'approches selon les données disponibles. Ce rapport se focalise sur les aspects méthodologiques de l'élaboration d'un tel outil, en ce compris l'analyse des catégorisations en présence et leurs articulations.
