Abstract

En combinant des bases de données statistiques et administratives, en se référant aux documents publiés par les maîtres d'ouvrage (gouvernements, entreprises concessionnaires…) ainsi qu'à ceux diffusés par les maîtres d'œuvre (prestataires de service, fournisseurs de matériel…), et en compulsant les sites de ces acteurs… il devient possible de percevoir que la pénétration chinoise dans les pays d'Europe du Sud-Est n'est pas fatalement une conquête par l'investissement et que le rôle exact de la Chine et de ses entreprises doit couramment être évalué en fonction de leur participation effective à des projets d'investissement aux côtés d'acteurs nationaux et/ou européens dont les entreprises chinoises ne sont souvent que les mandataires dans des projets fréquemment financés par l'Union Européenne.
