Abstract

Le recours à la tarification de la circulation routière dans les politiques de transports urbains semble inévitable dans un futur proche. Cependant, si l'on en juge les débats et expérimentations un peu partout dans le monde, l'opinion publique reste en général fortement opposée à cette idée qui remet en cause le principe de gratuité d'usage du "bien public" qu'est la voirie. L'analyse des essais de mise en place de tarifications de la circulation urbaine et des sondages d'opinion montre qu'un travail d'"ingénierie sociale" est nécessaire, au-delà des considérations techniques et économiques, pour concevoir des scénarios politiquement viables.
