Abstract

La décentralisation et le contexte de crise économique élargissent le champ d'intervention des communes tout en limitant leurs ressources. La planification communale se développe et demande de nouveaux moyens d'analyse, de nouveaux outils d'évaluation et l'élaboration de critères d'aide à la décision. Cependant, il faut au préalable définir ce que peut être la planification au niveau communal, délimiter son champ et en établir les limites. Cette recherche a pour objet l'élaboration d'un modèle explicatif du comportement de dépenses des communes de plus de 10 000 habitants. Elle fait suite à une étude de faisabilité qui, réalisée sur vingt-huit communes de la " grande " région Rhône-Alpes, avait permis de mettre en évidence une première typologie des communes selon leur comportement de dépenses.
