Abstract

Van Parijs (1995) and Kolm (2005) étudient les fondements éthico-philosophiques de la fiscalité et de la redistribution des revenus à travers les projets apparemment proches d'allocation universelle et de transferts ELIE (1). En fait, les deux propositions divergent en raison de modalités plus ou moins crédibles de financement et du traitement très dissemblable des « excentriques productifs » qui choisissent de ne pas travailler (2). Les deux projets restent néanmoins compatibles : du point de vue philosophique, Van Parijs essaie d'égaliser les « dotations externes » des individus, alors que Kolm n'exploite que leurs « dotations internes » ; du point de vue économique, des transferts TECIE fondés sur les « dotations externes » pourraient ainsi venir compléter les transferts ELIE issus des « dotations internes » (3). Un premier examen de cette « hybridation » est l'objet de notre conclusion (4).
