Analyse de la substitution entre combustibles dans le secteur résidentiel en Haiti

Abstract

En Haïti, la filière du bois de feu représente 70% de l'offre d'énergie primaire. L'exploitation de cette filière contribue très fortement à la déforestation du pays. De nombreuses actions ont été menées afin de réduire la pression sur les ressources ligneuses du pays, mais leurs résultats sont timides.On peut identifier six obstacles principaux au jeu de la substitution des combustibles végétaux par les GPL et le kérosène, pour les ménages haïtiens : un coût d'accès aux appareils de combustion trop élevé ; l'insuffisance des moyens d'action de l'Etat ; la mauvaise perception du kérosène par les ménages ; le coût social en emplois et revenus d'une contraction de la filière du bois de feu ; la hausse difficilement supportable du coût d'importation des combustibles pétroliers de substitution ; l'absence d'un cadre institutionnel favorable à la transition sur la voie de cette substitution.
