Abstract

The paper focuses on various issues relating to quantitative measure of labour law. It first provides insights into the way two indexes are set-up, namely the World Bank (Doing Business Program) labour law index and the OECD Employment Protection Legislation (I.-). That methodological overview is a first step towards a better understanding of a certain heterogeneity of nations relative position in the two rankings. This heterogeneity, which affects a significant number of countries among 28 OECD members, shows how sensitive are the rankings to a few apparently minor differences in the indexes content (II.-). Extensive methodological comments on the issue of "what an index measure" and, conversely, what ‘it does not measure", follow (III.-).
