Abstract

Local and regional authorities play an important role in the implementation of environmental policy, since they are involved in the circular economy, biodiversity conservation, soft mobility…and support projects to promote the ecological transition. However, the work of local civil servants involved in the transition is still poorly documented. On the basis of an exploratory survey in Normandy and Hauts-de-France, this working paper focuses on local public servants in jobs that support the ecological transition, like Directors General of Services, Deputy Directors General, Transition Directors and Transition Officers. We use the framework of the Economics of Conventions to highlight the plurality of their practices and the plurality of actors with whom they interact to carry out their duties, and we highlight the tensions and difficulties they face.
