Avis sur le budget primitif 2025 : un budget responsable et ambitieux dans un contexte national grave

Abstract

Le projet de budget primitif 2025 atteint 5,2 milliards d'euros, en intégrant un important changement de périmètre lié surtout à l'ouverture concurrentielle de l'exploitation des services TER. Hors effets de périmètre, le budget est orienté à la baisse, étant construit sur la base d'un rendement de TVA plus faible qu'escompté et d'une hypothèse de loi de finances devenue caduque mais laissant inconnues les conditions de participation au redressement des comptes publics. Dans le contexte national d'incertitude, le CESER apprécie le principe d'un vote du budget primitif dès décembre 2024 pour apporter des points de repère aux acteurs régionaux. Il apprécie aussi de bénéficier pour la première fois d'explicitations dans le texte sur l'évolution des enveloppes de crédits. Il relève l'incidence d'un nouveau mode de financement du transport ferroviaire. Le CESER observe que les dépenses sont contraintes par les recettes mais en préservant les grands équilibres de la stratégie budgétaire régionale. Il souhaite que l'incertitude du contexte national soit rapidement levée. Si la Région est une Collectivité disposant de marges de manoeuvre, ces dernières sont fragiles par effet du risque de perte de confiance des investisseurs, des collectivités partenaires ou des consommateurs. Un nouveau cap politique tourné vers l'avenir est indispensable en matière de relations État-Région.
