Abstract

Resource-rich countries are blessed by providence in terms of potential wealth. However, this wealth can quickly become a curse if not managed wisely. The natural resource curse trap, where economies are overly dependent on raw material exports and vulnerable to global price fluctuations, is a challenge faced by many countries. To avoid this trap, it is essential for resource-rich countries to implement sound fiscal rules. In this paper, we will explore the fiscal rules that resource-rich countries should consider to ensure sustainable management of their resources. We are particularly interested in one of the rules, which involves the establishment of a natural resource fund.
