Abstract

Nous proposons ici un diagnostic lucide des politiques publiques menées dans la grande majorité des pays africains depuis plusieurs décennies, de façon conjointe par les institutions de développement et les États eux-mêmes. Ce diagnostic concerne en effet aussi bien les donateurs occidentaux que les gouvernements africains, qui sont en ce domaine indissociablement comptables (mais chacun avec des responsabilités distinctes) de ce qu'on pourrait appeler l'échec stratégique de l'industrie du développement.
