Abstract

Les objectifs de la coopération internationale pour le développement ont connu au cours des dernières décennies de profonds bouleversements. Aux finalités traditionnelles constituées par le combat contre la pauvreté et le développement des pays moins avancés s'est ajoutée la promotion des biens publics mondiaux. C'est en fonction de l'ensemble de ces finalités que le présent article tente d'évaluer l'efficacité de cette coopération, à travers les quatre arbitrages auxquels elle est confrontée : arbitrage entre le développement ou la convergence des économies et le bien-être immédiat des plus pauvres ; entre ce développement et la préservation des biens publics mondiaux ; entre les actions préventives et les actions curatives ; entre l'intérêt des pays aidés et celui de la communauté internationale.
