Abstract

Le RSA consiste en une allocation monétaire pour les ménages aux très bas revenus couplée à un soutien à l'insertion professionnelle ou sociale. L'accès à ce soutien est un droit mais aussi un devoir de la part du bénéficiaire : le non-respect des démarches d'accompagnement est passible de sanctions sous la forme de réduction ou de suspension du versement du RSA. Cet article évalue l'effet des notifications de sanction reçues par le bénéficiaire sur ses démarches d'insertion. Les résultats montrent que les sanctions augmentent la participation aux démarches d'insertion mais qu'elles augmentent également le non-recours au RSA. Une réduction des droits augmente le taux de participation aux démarches plus faiblement que la suspension mais son effet sur le non-recours est moins important.
