Abstract

Dans un article précédent, en 1998, Chiu, Mansley et Morgan ont démontré que l'efficacité des coûts de mise en application des lois imposées par le gouvernement aux vendeurs de drogues afin de réduire la consommation de drogues illicites, était indépendante du niveau de la filière où les acteurs sont poursuivis, production ou vente au détail. L'auteur montre que leur résultat n'est pas robuste à un changement de spécification des coûts de répression. En introduisant des coûts non-linéaires, le membre du marché verticalement organisé qui doit être arrêté en priorité devient une question judicieuse.
