Abstract

The United Nations has embarked on several scientific and technical studies with a view to defining, accounting for and comparing the military expenditure of States within the framework of a procedure of reduction of their importance in order to initiate a process of disarmament for the development of southern countries. If from an economic analysis point of view, this effort has led to many interesting scientific results, the negotiations between the major powers have above all highlighted their desire to maintain their armament effort, in an atmosphere of bad confidence.
