Obama : vers un green new deal énergétique ?

Abstract

L'annonce du très ambitieux plan "New Energy for America" et les nominations de Stephen Chu (prix Nobel de Physique et spécialiste reconnu des questions liées au réchauffement climatique) à la tête du Département à l'Énergie, et de Carol Browner (ancienne Directrice de l'Agence de Protection de l'Environnement) à la tête de la coordination Énergie-Climat à la Maison Blanche, constituent une rupture avec l'administration américaine précédente ; une rupture qui concerne notamment les questions relatives à l'efficacité énergétique et à la gestion des externalités, échange de quotas et marchés de CO2 en tête. L'ambitieux "Yes we can!" d'Obama peut-il se transposer aux questions énergétiques sur la scène américaine, plus habituée au non moins célèbre "The American way of life is non-negotiable" de l'ex Vice- Président des États-Unis, Dick Cheney ? Poser cette question, c'est observer de manière historique, sociale et politique la place de l'énergie dans la société américaine, et comprendre que la seule intention - même très ambitieuse - et le seul investissement dans le secteur énergétique - si élevé qu'il soit - ne suffiront peut-être pas !
