Abstract

Les objectifs posés, le document donne une classification permettant de caractériser les dispositifs selon plusieurs critères : rapport avec le marché, fonctions et leurs dévolution (autorité, planificateur, exploitant),mode de production du service, mode de sélection des acteurs et contractualisation.L'analyse sociopolitique de l'enquête d'opinion permet de dégager des éléments sur la situation actuelle et les souhaits du changement pour l'amélioration des dispositifs.La recherche économique permet de discuter l'influence de la nature des modes, du type de relation et de contrat entre autorités et exploitants sur la productivité et sur la qualité de service. Les recommandations qui découlent touchent l'initiative de la création du service,les domaines géographiques et de compétence, le cadre contractuel. Une annexe illustre les travaux par des référencesaux monographies de 13 villes européennes
