Abstract

Les projets d'exploitation mettent en jeu des montants non négligeables (plusieurs centaines de millions de francs) et, étant financés sur fonds publics, se doivent de produire des éléments permettant d'évaluer la pertinence des choix. Or, il est manifeste que les méthodologies et les outils d'évaluation a priori des effets et des coûts de ces projets sont pour l'heure très insuffisants. Pour répondre au besoin concret d'évaluation a priori et d'aide à la décision, la FHWA, équivalent américain de la Direction des Routes, a décidé de financer le développement d'un outil devant à terme faire partie intégrante du processus de planification et permettre d'analyser le déploiement des systèmes de transport intelligents (STI, aussi appelés ITS, Intelligent Transport Systems, suivant la terminologie anglo-saxonne).IDAS (ITS Deployment Analysis System) est un outil qui semblait proposer un élément de réponse intéressant pour réaliser des évaluations coûts/bénéfices. D'où l'idée de procéder à une expertise de ce logiciel, en France.Cette expertise a conclu sur l'intérêt, mais aussi sur les faiblesses du logiciel. Pour la suite, la solution préconisée est la suivante : pas de reprise du produit IDAS, mais plutôt développement complet d'un autre outil dans un cadre français ou, de préférence, européen
