Les exploitations agricoles en difficulté financière dans la CEE

Abstract

Le phénomène des exploitations agricoles en difficulté financière concerne tous les pays européens et reste lié à leur incapacité à faire face à la charge des capitaux empruntés, laquelle peut entraîner une cessation d'activité à court ou à moyen terme. Deux types d'exploitations sont touchés : les exploitations non viables par leur petite taille et les exploitations, grandes ou moyennes, hautement modernisées donc très endettées. Seul le second type d'exploitations fera l'objet de notre étude. Selon la comptabilité du RICA, les exploitations agricoles en difficulté financière sont celles dont le revenu de l'exploitant et de sa famille est inférieur au seuil de 4000 écus par UTAF et dont les frais financiers représentent 33 % de l'EBE, on en a dénombré 270 000 dans la CEE. La cause principale de ce phénomène est une rentabilité insuffisante face à une concurrence de plus en plus vive et non pas un taux d'intérêt très élevé comme au début des années quatre-vingt. Dans la perspective de la réforme de la PAC et les négociations du GATT, l'ampleur du phénomène ne peut avoir que tendance à s'accroître dans la plupart des pays européens.
