Les propositions de révision à mi-parcours de la politique agricole commune : évaluation des impacts sur l'agriculture française à partir du modèle MEGAAF

Abstract

L'objectif principal du rapport est de fournir une évaluation des impacts sur l'agriculture française des propositions de réforme de la politique agricole commune (PAC) formulées à l'occasion de la révision à mi-parcours. Cette évaluation est conduite avec le modèle d'équilibre général de l'agriculture et de l'agroalimentaire français (MEGAAF). Les impacts du projet de révision à mi-parcours de la PAC sont identifiés par rapport à une situation de référence qui considère l'application complète de la réforme dite Agenda 2000 de la PAC, y compris la réforme laitière. Les simulations montrent qu'à court terme, lorsque les échanges de terre sont limités, les impacts de ce projet sur les marchés des grandes cultures sont faibles alors que les équilibres de marchés des animaux et viandes sont fortement modifiés, avec notamment une baisse significative de la production bovine. A moyen/long terme, lorsque les échanges de terre sont plus importants, l'inverse se produit. Ce projet conduit à une forte réduction de la production de grandes cultures et des effets très modestes sur le marché des animaux. Le bien-fondé de ce projet est finalement discuté.
