Implementation of a production control program within the EU : a cooperative games approach

Abstract

Les auteurs présentent une approche originale de la mise en place d'un programme de contrôle de l'offre au sein de l'Union européenne. Ils adoptent les concepts de valeur de la théorie des jeux coopératifs au cas de la PAC. Ces valeurs permettent de calculer des indices de pouvoir au travers des jeux de vote virtuels. A l'aide de ces indices de pouvoir, on détermine des règles d'allocation non seulement entre États membres mais aussi entre régions à l'intérieur des États et, enfin, entre producteurs à l'intérieur des régions. Les auteurs proposent une application de cette modélisation à la réforme de l'OCM viti-vinicole.
