Valorisation économique des usages de l'eau sur le Lignon du Velay : synthèse du rapport final 2002

Abstract

L'augmentation des débits d'étiage en aval des barrages hydroélectriques suppose un arbitrage entre production d'électricité et autres usages. La diminution des réserves d'eau entraîne en effet une perte en période hivernale lorsque la valeur marginale de l'électricité est la plus élevée. A partir de l'exemple du Lignon du Velay, la recherche s'intéresse au cas où les bénéfices sont non marchands : pêche de loisir, activités récréatives et biodiversité. Pour les estimer, on combine méthode d'évaluation contingente et méthode du coût de déplacement, enquête sur site en face à face et enquêtes téléphoniques. La rentabilité sociale de l'augmentation des débits d'étiage n'est assurée qu'à condition d'intégrer dans l'évaluation les bénéfices de non usage. L'accroissement de la valeur d'usage ne suffit pas dans ce cas à justifier sur une base économique la politique mise en œuvre. Cet exemple montre l'importance d'élargir l'analyse coûts-bénéfices à l'ensemble des catégories de valeur.
