La ville, la raison et le rêve : entre théorie et utopie

Abstract

Parler de la ville. Dire ce qu'elle est, ce qu'elle pourrait ou devrait être, ce qu'elle devient. Raconter son histoire. Exprimer une façon de voir, une manière de vivre la ville ou une façon de la comprendre. Du café des sports au dernier colloque de microéconomie urbaine, en passant par la grande presse, la littérature, le cinéma et la bande dessinée, une multitude de discours sur la ville se pressent et s'entrechoquent pour nous suggérer, nousexpliquer, nous convaincre ou nous faire douter, nous guider ou nous perdre, nous rassurer ou nous effrayer. Des mots et des images qui traduisent toujours cette éternelle ambiguïté de la ville, fascinante et repoussante, symbole de richesse et de misère, facteur d'intégration et d'exclusion, source de bien-être et de nuisances, où luttent les forces d'agglomération et de dispersion. Parmi toutes ces voix et ces visions, celles des théories de la géographie humaine et de l'économie urbaine (entre autres) veulent se distinguer par leur caractère scientifique qui leur confère une garantie de sérieux et de crédibilité. Mais théorie « scientifique » et discours « vulgaire » ne sont que différentes modalités de représentation du monde. Les représentations théoriques de la ville ont-elles le monopole de la cohérenceet de la pertinence ? En quoi se distinguent-elles vraiment des autres représentations de la ville ? L'objet de ce papier est le rapprochement de deux discours sur la ville dont l'un est admis dans le domaine de la science tandis que l'autre en est exclu. Le premier est celui de la microéconomie urbaine, encore désigné par l'expression de Nouvelle Economie Urbaine bien que les premiers éléments en aient été posés il y a plus de trente ans. Le second est celui des utopies urbaines dont l'histoire est plus ancienne puisqu'elles apparaissent dans des oeuvres politiques ou littéraires depuis l'Antiquité. Pourquoi ce choix ? Qu'espérer déduire de ce rapprochement ? Pour éclairer notre démarche, nous dresserons d'abord de rapides portraits de la Nouvelle Economie Urbaine et de la pensée utopique sur la ville, avant de justifier le choix de ces deux représentations de la ville et de définir l'objectif de la confrontation proposée.
