Abstract

Ce rapport méthodologique a pour objectif de présenter le processus d'évaluation envisagé pour le programme OIIS, Océan Indien Innovation, dans le cadre du programme Territoire de Santé Numérique (TSN). Il présente à la fois les concepts théoriques sous-jacents issus des travaux de recherche en mesure d'impact social (notamment le SROI, retour social sur investissement, mesuré par un ratio des impacts sur les contributions) et des travaux en économie de la santé relatifs à l'évaluation médico-économique. La priorité est accordée aux différentes parties prenantes du programme et à leur implication dans l'évaluation. Cela se traduit par une participation des différentes parties prenantes à des formations de sensibilisation aux méthodes d'évaluation retenues et à leur contribution dans la co-construction des indicateurs pertinents. Le but ultime de la méthode est d'aboutir à une mesure d'impacts socio-médico-économiques afin de proposer un ou des modèles économiques pertinents et assurant la pérennité du programme. Toute la démarche étant co-construite, partagée, progressive, les résultats obtenus du programme seront dans tous les cas positifs en terme d'implication des acteurs de la santé, aussi bien professionnels que patients, de l'Ile de la Réunion.
