Abstract

La fongibilité asymétrique de dépenses de fonctionnement dans le cadre du budget de l'Etat se démarque comme la seule considération juridique et économique idoine qui pourra permettre à la RDC de sortir de l'incurie de gestion budgétaire qui se caractérise par le dépassement généralisé des dépenses relatif au fonctionnement.
