Abstract

Le contrôle de l'exécution du budget est qualifié de non juridictionnel dès lors qu'il ne donne pas lieu à l'établissement d'un jugement. Il s'agit de tous ces contrôles qui sont effectués par les institutions administratives ou politiques de type parlementaire en vertu des pouvoirs qui leur sont conférés par les dispositions légales et réglementaires. De ce fait, ce contrôle non juridictionnel est opéré soit par l'Administration elle –même en recourant à des fonctionnaires spécialisés (I), soit par le Parlement dans le cadre du contrôle politique(II).
