Bâle 3 : Quels impacts sur le financement des pays émergents ?

Abstract

La persistance de crises bancaires démontre l'incapacité des établissements de crédit à s'autoréguler. De ce fait, le Comité de Bâle étend largement le périmètre de la nouvelle règlementation prudentielle. Sur la base de la littérature sur les déterminants des flux de capitaux transfrontières et d'un GMM système, cet article analyse l'impact potentiel de l'accord Bâle 3 sur les flux de capitaux bancaires provenant des banques de 16 pays industrialisés à destination d'un panel de 30 pays émergents. L'un des apports de cette étude est la décomposition de chacune des nouvelles normes en variables explicatives push distinctes. Cette désagrégation permet l'étude des trajectoires de chacun des volets de Bâle 3, autorisant une évaluation de leurs impacts respectifs. Cet article démontre le rôle fort de la contrainte de rentabilité des banques dans la gestion de leur bilan et de leur octroi de crédit. Par ailleurs, les ratios de liquidité présentent une menace majeure pour l'octroi de crédit aux pays émergents. Globalement, les résultats de l'article vont dans le sens d'un impact négatif de la nouvelle règlementation prudentielle sur le financement bancaire des pays émergents. Abstract Banking crisis persitency highlights the banks' inability to regulate themselves. Therefore, the Basel Comity expands dramaticaly the perimeter of the new prudential regulation. Based on the determinants of cross-border flows litterature and a GMM system, this article analyzes the potential impact of Basel III on bank capital flows from 16 banks operating in industrialized countries towards a panel of 30 emerging markets. One of the contributions of this paper is the breakdown of each new rule in one specific push explicative variable. This desagregation allows to study the dymanics of each aspect of Basel III and so, an assessment of their respective impact. This article underlines the strong role of the banks' profitability constraint on the management of their balance sheet and credit allocation. More, the liquidity ratios present a major threat for emerging markets. Generaly speeking, results tend to show the potential negative impact of the new rules on emerging markets funding.
