Agriculteurs et territoires : quelles inscriptions pour quel développement ? Rapport scientifique de fin de projet (TERAGRI)

This project questions the territorial inscription of agriculture at a time when this issue seems paradoxical. Although organized by sector and according to national and international markets, agriculture must also answer to the territorial dimension of its development (demand for local products, expectations in terms of the environment and landscape…) Our study puts two territorial levels into perspective: first, "territorial districts" (pays), an example of institutionally designated territories aiming to valorize and articulate local activities and populations through a participative process, and secondly, farmers' "territories of practice" which spread out according to economic, professional, and real estate usages. Four rural districts were studied closely. The Challonais district, facing strong urban pressure, tries to articulate agricultural usage with urbanism; the Puisaye-Forterre district, a rural area near the Paris basin, orients itself toward tourism and environmental resource management; the Auxois-Morvan district is intent on relocalizing its bovine sector; the Nivernais-Morvan district is orienting toward agricultural diversification in collaboration with the Morvan Natural Regional Park. In the perspective on an integrated development, the Teragri project associates the territorial development network (Regional Council, Departmental Council of the Nièvre, the four districts under study, and the Morvan Park) and the agricultural development network (Regional and Departmental Chambers of Agriculture, DRAAF, Safer.) Piloting committees and fieldwork have allowed the reciprocal implication of researchers and regional partners.
