La Loi sur la modernisation de l'économie et la distribution : faut-il tout essayer avant de faire ce qu'il faut ?

Abstract

La loi sur la modernisation de l'économie (LME) a " pour ambition de relancer la concurrence ". Mais le projet de loi déposé se réduit, en fait, à une politique de l'indice des prix. En remontant de 300 à 1000 mètres carrés le seuil de déclenchement de la procédure d'autorisation pour ouvrir une grande surface, il incite à construire des maxidiscounts dans l'espoir que ces derniers pèsent sur les prix médiatisés des produits de grande consommation. Mais il faudra bien du temps avant que ces nouveaux maxidiscounts atteignent une masse suffisante pour exercer une pression concurrentielle notable sur l'ensemble considérable de toutes les grandes surfaces existantes - et ce au prix de graves distorsions dans la distribution, un des secteurs déjà les plus distordus de l'économie française.
