Abstract

Des études empiriques récentes ont mis en évidence l'importance de l'éducation supérieure pour l'innovation et la croissance dans les pays les plus développés. Le progrès de la connaissance a d'ailleurs une valeur en soi, dans la mesure où il accroît le bien-être de la population. L'objet de ce chapitre est d'abord, brièvement, de s'appuyer sur ces travaux pour montrer l'importance et l'urgence pour la France d'investir bien davantage qu'elle ne l'a fait jusqu'a pressent dans ses universités. On s'interroge ensuite sur la façon d'améliorer la gouvernance des universités pour réaliser une meilleure performance de recherche à investissement donné, une meilleure performance en termes d'emplois et de carrières des diplômes délivrés par les universités et enfin de créer des passerelles plus efficaces entre recherche fondamentale et applications industrielles.
