Abstract

Cet article analyse les politiques de lutte contre la pauvreté par l'emploi et de lutte contre la pauvreté des travailleurs depuis la mise en place du RMI en 1989 jusqu'à aujourd'hui, ainsi que les justifications économiques avancées pour les défendre ou les analyser. Il mêle ainsi une (brève) histoire politique de ces instruments économiques et une (brève) histoire des idées économiques en matière de transferts sociaux. Il montre que les objectifs attribués à ces instruments, et par conséquent les justifications, ont changé. Dans un premier temps, ces instruments sont perçus comme essentiellement distributifs (RMI, allègement de CSG). Avec la réforme RSA, l'aspect incitatif est bien plus présent. La mise en place de la PPE pour donner suite à la censure constitutionnelle de l'allègement de CSG constitue en cela un tournant. La réforme RSA peut également être vue comme répondant au paradigme des transferts optimaux. Cette logique reflue nettement en fin de période : la réforme de la prime d'activité répond au problème de non-recours au RSA activité, dans une logique de nouveau distributive.
